The Landlord was a prominent Exile in Downtown who had an innate understanding of large-scale construction in the Matrix world. He, at one time, had the deceased Keymaker's keychain in his possession, which was sought after by the Merovingian.
He used his skill to carve out a real-estate empire that included some of the most valuable properties in the district where he lived.

He appeared in the Matrix Online to avenge his brother (The Keymaker's) death. He believed that The Merovingian was responsible and as such released some of the Matrix's most dangerous Exiles on him.
